# How to read a record — New York closures announced in WARN notices

> What the record is, what the status means, and what is left out.

## How to read these records

### Which notices

Four tests, all from the notices published by the New York State Department of Labor: the notice is marked as a closure (not a layoff, a
possible closure or a relocation); it affects 50 workers or more; it was received since January 2023; and the employer
is not in health care, social assistance, education or childcare. Notices that name a person rather than a business
are left out. An amended notice republished with the same date appears once.

### What a WARN closure means

The employer told the state it would close a site — a plant, a store, an office — and lay off the people working
there. It may be the whole business or only one location; the notice does not say which, and closures are sometimes
postponed or cancelled.

### Workers affected

The number the employer gave in its notice. It is not checked by the state, and it counts this site only.

### What is not here

Contact persons, telephone numbers, email addresses, street addresses. Layoffs that are not closures. Closures of
fewer than 50 workers. Notices before January 2023.

**Do you control the records of a company that has closed?**

The internal data of a company that employed 50 people or more (Slack or Microsoft Teams archive, documentation, project histories) may still have value after it has stopped operating.

[Check whether this company’s data qualifies →](/pro.md) We are paid by the buyer if a partnership is signed, never by the company. Whether personal data in those archives can be transferred is a legal question for whoever controls them. Not affiliated with the New York State Department of Labor.
